The Fund of the President of Ukraine Presents the Talent Hubs Map of Ukraine
The digital platform brings together data on 58 hubs at 22 higher education institutions and helps young people, educators, researchers, businesses, and international partners find opportunities for study, research, careers, and cooperation.
On 18 August 2026, Olga Budnyk, Adviser – Commissioner of the President of Ukraine on the Fund of the President of Ukraine for Education, Science, and Sports, presented the Talent Hubs Map of Ukraine at the national “August Conference 2026” (“Serpneva-2026”).
The event, organised by the Ministry of Education and Science of Ukraine, brought together more than 700 participants: educators, heads of educational institutions, representatives of state authorities and local government, the parent community, civil society and international organisations, and business. The conference was attended by First Lady of Ukraine Olena Zelenska, Prime Minister of Ukraine Serhii Koretskyi, and Minister of Education and Science of Ukraine Andrii Butenko.
The Talent Hubs Map of Ukraine is a national digital platform. It shows the potential of Ukrainian higher education institutions as centres for training specialists, research, innovation, technology transfer, and cooperation with business, government, and the international community in fields that are priorities for Ukraine.
The platform’s beta version covers 22 higher education institutions, 58 talent hubs, and 65 fields of study. A single institution may be represented by one or several hubs, depending on its areas of expertise and specialisation.
Talent hubs are university ecosystems that combine educational and research capacity, innovation infrastructure, business partnerships, career opportunities, international cooperation, and a sporting and youth environment.
How the talent hubs were identified
The methodology consisted of two stages. The first covered units of higher education institutions that meet at least two of the following three criteria:
- the institution has a programme rated as exemplary by the National Agency for Higher Education Quality Assurance, or holds international accreditation;
- the institution’s research activity received category “A” in the state scientific attestation conducted by the Ministry of Education and Science;
- the institution educates talented young people who are Fund scholarship recipients.
The second stage consisted of a comprehensive assessment against nine criteria. In addition to the first three, these include a presence in international rankings, agreements with business on graduate employment, teaching and research labs established jointly with business, dual-degree programmes, the institution’s sports infrastructure, and the city’s youth infrastructure.
Eight strategic clusters
The Map groups hubs into eight strategic clusters, defined on the basis of the relevant ministries’ strategic documents and Ukraine’s recovery priorities:
- healthcare and biotechnology;
- strategic technologies;
- digital technologies and artificial intelligence;
- energy, infrastructure, and green recovery;
- agricultural technologies and environmental sustainability;
- high-tech industry;
- innovation economy, management, and entrepreneurship;
- humanities and social sciences.
Who the Map is for
Senior school students, university applicants, and their parents can search for an institution, field of study, and environment that match their abilities and educational plans. Students, prospective master’s students, and PhD candidates can find programmes, labs, academic supervisors, companies, projects, grants, and teams.
For faculty and researchers, the Map serves as a guide for finding partners, research teams, and professional development opportunities. For employers, industry associations, investors, donors, and international organisations, it helps identify points of engagement with specialists, technologies, research, and educational projects.
The Map is a dynamic digital resource. The Fund will keep it updated based on current data from Ukraine’s higher education institutions.
