The Fund of the President of Ukraine and the British Council Sign a Memorandum of Cooperation

The Fund of the President of Ukraine for Education, Science, and Sports and the British Council have signed a Memorandum of Cooperation. The document sets out a five-year framework for institutional cooperation in the fields of education, science, culture, youth, and sport. This joint work is intended to help deliver the goals of the One Hundred Year Partnership Agreement between Ukraine and the United Kingdom.

One of the key areas of cooperation is developing direct partnerships and lasting ties between Ukrainian and British educational institutions, scientific and cultural bodies, youth organisations, and other partners.

"For the Fund, cooperation with the UK's academic community already has a history behind it. From the very start of the full-scale invasion, British partners were among the first to stand by Ukraine. Together, we have carried out many important initiatives and created new opportunities for Ukrainian universities, lecturers, and young people. Behind every one of them are real people and real stories of success. This Memorandum builds on our joint work. It anchors that work at an institutional level and lays the foundation for new long-term projects,"

said Olga Budnyk, Advisor to the President of Ukraine and Commissioner for the Fund of the President of Ukraine for Education, Science, and Sports.

The cooperation covers three key areas: higher education and research, youth policy and sport, and the cultural sector. The main goal of the partnership is to build direct links between universities, research centres, and cultural and youth organisations in Ukraine and the United Kingdom. Priorities include supporting young researchers, expanding academic exchanges, professional development programmes for educators, and youth initiatives to strengthen social cohesion.

The Memorandum also provides for expert dialogue on higher education policy, governance, quality assurance, and internationally oriented research projects. The Fund of the President of Ukraine and the British Council will develop leadership programmes for educators, researchers, and higher education graduates. The cultural component covers exchanges and cooperation between institutions, as well as the sharing of experience in the cultural and creative sectors.”The Memorandum sets out the areas of cooperation; specific joint programmes, which will begin as early as this year, will be formalised through additional agreements. said Yuriy Petrushenko, Director of the Fund of the President of Ukraine for Education, Science, and Sports.

Special account was taken of the extraordinary conditions in which Ukraine’s education, science, culture, youth, and sport sectors are operating because of the war. The cooperation is meant to support their long-term recovery and development.

The Memorandum will remain in force for five years and may be extended by mutual written agreement. It was signed on behalf of the Fund by Olga Budnyk, Advisor to the President of Ukraine and Commissioner for the Fund of the President of Ukraine for Education, Science, and Sports, and on behalf of the British Council by Thomas Miscioscia, Director of the British Council in Ukraine.
